When the facility was built, protection from the C'efil was very much on the architects' minds. And while a determined C'efil could make their way through the passages, they'd have a significant disadvantage. While to the Penn, the passages are narrow, they're still easy to navigate.

 While this soon became a moot point, even in peace the passages were always in use for maintenance.
